# Whatcom County Council Honors Barbara Brenner's Legacy Amid Divisive Policy Debates The February 25, 2025 Whatcom County Council meeting began on a solemn note, with the seven-member council paying tribute to former Councilmember Barbara Brenner, who passed away this month after serving nearly 30 years on the council. But the evening would shift between administrative efficiency and sharp ideological divides, revealing the tensions simmering beneath the surface of local governance in this Northwest Washington county. Council Chair Kaylee Galloway called the hybrid meeting to order at 6:02 p.m., with all seven members present: Barry Buchanan, Tyler Byrd, Todd Donovan, Ben Elenbaas, Galloway, Jon Scanlon, and Mark Stremler. After the flag salute, Buchanan requested council privilege to honor Brenner's memory. ## Remembering Barbara Brenner: A Force of Nature "I just wanted to take a moment to recognize the loss of a long standing council member that served on the Whatcom County Council for almost 30 years. Very close to it," Buchanan began, his voice carrying genuine warmth. "And I got to know Barbara. This is Barbara Brenner. I got to know Barbara pretty well, serving with her and enjoying chocolate. She got the long distance from Bellingham to the county done and it was a free call. And to this day, I have no idea how she pulled that off, but that was quite an accomplishment." County Executive Satpal Sidhu added his own memories: "I served with her for three years and what a lively personality. One thing I remember during elections, she would not raise any money. She will have a little sign around her neck and she will come into public meeting. It didn't matter whose meeting it is. She'll come and just stand there. And many times she was just elected without any opposition. I think that her heart was always for the constituents and she really set a great example for everybody." The council observed …
